Will treating the room make it feel empty?
Not if you aim at a target rather than at 'as low as possible'. A dining room taken too far sounds flat and lifeless, which is its own problem. The target matters as much as the treatment.
What is the cheapest thing that actually works?
Soft furniture and textiles, because they are absorption you were going to buy anyway. Banquettes, padded chairs, tablecloths and a runner will move the figure measurably before you fix anything to a ceiling.
Can it be done without closing?
Usually. Rafts and wall panels are typically an overnight or between-service job. Worth checking against the quote, because lost covers can cost more than the treatment.
